Why is accessibility mandatory in the public sector?

Public administrations have a direct legal obligation to ensure that all their digital channels are accessible to citizens. RD 1112/2018 transposes European Directive 2016/2102 and requires compliance with the UNE 301 549 standard (equivalent to WCAG 2.1 AA) across all public sector websites, e-government sites, and mobile applications. Added to this obligation is Law 11/2023 on administration digitalization, which reinforces the citizen's right to interact electronically with public administrations in an accessible manner. The European Accessibility Act (EAA), effective since June 2025, further expands the scope to linked digital services. The Web Accessibility Observatory (OAW) periodically monitors public portal compliance. Results are public and directly affect institutional reputation.
