The Ministry of Economic Affairs and Digital Transformation, through the Web Accessibility Observatory of the Secretariat Digital, has prepared and sent to the European Commission the first report on the results of monitoring corresponding to the 2020-2021 period within the framework of Royal Decree 1112/2018.
With the aim of responding to the method of in-depth monitoring of websites and applications for mobile devices, the monitoring and reporting body is based on the accessibility reviews carried out by the bodies responsible for the websites and applications for mobile devices.
These reviews are carried out in accordance with the provisions of article 17 of the RD 1112/2018 and respecting the conditions imposed for the in-depth reviews of Implementing Decision (EU) 2018/1524 such as periodicity, the selection of the sample of pages or screens and the review of the processes.
Results of the web Accessibility Observatory report
The results of these reviews are collected in Accessibility Review Reports (IRA), which are requested by the monitoring and reporting body, and after review to guarantee their quality, they are included in the in-depth monitoring of websites and applications for mobile devices.
As set out in Directive (EU) 2016/2017 on the accessibility of websites and applications for mobile devices of public sector bodies (transposed into Spanish law by Royal Decree 1112/2018), Member States must submit to the European Commission a report on the result of monitoring the conformity of websites and applications for mobile devices with the accessibility requirements of the Directive.
Said shipment must be executed before December 23, 2021 and, thereafter, every three years.
Provisions by the member states
Meanwhile, Implementing Decision (EU) 2018/1524 (derived from the Directive) establishes the provisions for the submission of said report by Member States and details, among other things, the format, content and frequency of submission of the report.
Furthermore, this Decision establishes specific instructions on the monitoring methodology that, at the national level, countries must comply with. Two tracking methods are available:
- In-depth monitoring of websites and mobile applications
- Simplified website tracking
Both methods have been materialized in Spain in three methodologies developed by the Web Accessibility Observatory, based on which the compliance of websites and applications for mobile devices has been monitored with respect to the accessibility requirements established in the harmonized standard applicable in the period 2020-2021 (EN 301549v2.1.2:2018 materialized in its Spanish version as UNE-EN 301548:2019).
